The Special Educational Consortium (SEC), of which I am Chair, warmly welcomes the Government’s decision to exempt local authority expenditure in relation to SEN support services from the academy recoupment process for 2011-12. This is outlined in the attached letter from the Department for Education which has been sent to Directors of Children’s Services. SEC does not believe that individual academies can be expected to commission these services effectively or at a reasonable cost. In addition, in some areas, the funding left with the local authority would not be sufficient for the local authority to run viable services.
